Abuse of parent by daughter in law

I reside at south west delhi. my neighbour is a serving army person.his 90 yrs old father stays with his family. his family consists of wife, 2 daughters nd 1 son. the old man is abused by the children and daughter in law. he is not provided with drinking water at occassions. he is madeto sit in a chair till 12 noon in a corner on open terrace. his granddaughters do not let the old man to sit under a fan in hot summer. they all behave very rudely to him in private but show off in public as if he is everything to them. guide me how can i help the old man. his only son does not supports him.

If you take any step you would have bad relation with the family.
Even most of the time the old person does not cooperate and become ready to dislocate in some old age home. They would never agree to claim maintenance through legal way. He would not lodge police complaint.
You can only talk to the family.

I know one President of Sr Citizen Welfare Association. He is not even aware of the existence of any law in support of Sr citizen.
