Can I file a case against BBMP Bangalore for issuing wrong orders without following basic law cancelling khata in my name giving reasons that I have submitted unregistered WILL for getting Khata in name.

You can. But first concentrate on inclusion of your name in the Khata if you are rightful owner under unregistered WILL. Then you can fight a legal battle. Solution is important rather than fighting.

while thanking the expert panel, I request you to guide me , BBMP has changed the order cancelling the khata assigning no reason for cancellation of khata now with what reason I should approach the court? or how to go about?

You have to approach civil court with mandatory injunction suit for directing the BBMP authorities to issue you Khatha on your name on the basis of the the last Will which has come into force. Since there is no provision to probate the Will, this will be a legal path that can be adopted for solving the issue by filing a suit against BBMP, consult your lawyer for further issues.
