Bad construction liability for new buildings

We are residing in a new flat in Bangalore handed over to customers in June this year and building is still under builder's maintainence.
Due to heavy rain recently some parts of the boundary wall came down due to water accumulation in soil on outer side of building's boundary.
Fortunately there was no casualty as the incident happened at 3:30 AM.

Contractors have now started repairing the wall but they now say this is all naturally happened and not their fault.

Who will be held liable if such newly constructed boundary wall collapses(within 6 months of construction) due to heavy rains or any other reason?

builder responsibility to carry out necessary repairs .

Another doubt is after building handover if such issue happens in future then till how many years customers can held builder liable for faults?

Such period can be within 3 years of construction.
