Cheating case

Dear Freinds,

Pls share your views on the following:

Is there any time limit for lodging an FIR for cheating case. The case happned two years back.Complaint filed under 138 NIA but till date the accused has not been arrested.

i want to file a cheating case and get the search warrant to recover the goods. Whether I should file an FIR if police refuse to register complaint. can I go the High Court to give a direction to police.
to issue search warrant.
