Discrepancy in panchanama

We found discrepancy in the panchanama supplied at organisation domestic enquiry and that of submitted in Honourable Court. In the panchanama of domestic enquiry it bears the signature of Inspector of Police and no signatures of two panch witnesses where as in the panchanama submitted in Honourable Court it bears the signatures of panch witnesses and no signature of Inspector of Police. What is the legal validity of both panchanamas ?

Such panchnama shall definitely help the accused person as the same is not proper and raise many questions.
