Contempt of court against police for not implimenting order of court

Respected expertise

My quarry is that if police deliberately ignour court s order for implementation of restraining order and police instead restraining other party threated us not to interfere in construction and allow construction work .
Now my question is that the contemp t proceeding against police can be iniciated before the district / high court directly when order of implementation through police passed by Munsiff.
