Pil or writ

If i have to file writt or pil in high court then Can I sent information about Fact and ground ,prayer of my pil or writ to the concerned Judge for consideration before filling matter in high court and seek permission t5o file so that i may be protected against the cost if my pil or writ pettition is dissmissed.

If yes then please tell me how

I want to file my matter on my own .I am not a Lawyer.
