I am in service candidate of State Govt. I intend to apply for central Govt. service. But, in the application form there is a column regarding present employment stating that 'are you working in State/Central Govt.' and options given are 'yes' or 'no' only.
Now,my problem is if I check 'yes' i need to obtain NOC and without NOC or submission of application through proper channel, my application will be rejected.
I cannot get NOC or submit through proper channel for the post in which I'm working as I have executed a bond to serve in the Department for a minimum of five years.
If I hide about my present employment and check 'no', that amounts to non-disclosure of information and I'll be removed from service for the same at any stage.
Hence, kindly suggest me how to tackle this.
I don't want my service to be continued nor i want to hide about my present employment by checking 'No'.
How to fill-in the Form?
Can I write a statement in the appln. from such as "I'm working but not claiming continuit of service benefits hence, no NOC is obtained. I shall reseign from the present post, if i'm selected.."

You better ask the department whether putting such statement is permissible or not.
In any case concealing the material information would only make you vulnerable to future disciplinary proceeding making your job at stake.
You should tick the option of 'yes'.

make complete disclosure about your working for state govt . you have stated that you have executed a bond wherein you have agreed to serve for 5 years . under the circumstances you apprehend you wont get NOC from head .
since you already know the answer it is a futile exercise to apply before your bond period is over
