Can a person file an public interest litigation in the high court if the municipal corporation does not do their duty, which is affecting the concern of the citizen.

Instead of going for PIL you should try Writ of Mandamus highlighting the particular malfeasance or misfeasance of the Municipal, authority.

If you have a personal interest in the issue, you can file writ of mandamus.

If you do not have a personal interest in the issue, you can file a PIL.
