Writ for directions to The Comm. of City Corp.(Municipalty) & Police

Dear Sir(s),
There is a passage to lay the drainage line which the owner is not allowing to put it is around 47 ft along the border of the plot.The passage is around 4 ft-9 inch. The owner(my Younger brother)of that plot is perposely constructed a unauthorised structure, by which we can enter to put the UGD.This has been costructed after we got temp. injuction by OS.
We complained to the commissioner & police to demolish that & facilitate us to put UGD.Commissioner inspected with his team & agreed that its unauthorized. We requested him to direct for demolition & help us put UGD. He is not taking any axction past 3 months. I am Sr,Ctz & have no UGD hence staying in rented house.
Now, I want to get the direction to Commissioner & police to act from the HC in Karnatak to make use of Byelaws 229,231,236 etc of Kar.Mun.Act 1976 & help us put UGD.& prevent further mischief forever.
I complained/represented to local MLA, DC,Councellor,Lokayukta,Minister for Urban Development/law (who seems to be man of action) for inaction of Corp. What do I do? How much time will it take if I approach HC? Please guide I am 76 yrs old.fighting for justice. The horrible Commissioner went to the extent to suggest me to dispose off the house.I need early & implementable justice..

You take the help of Legal Services Authority office situated in the premises of HC and get free legal aid therefrom and file a writ directing the concerned authorities to remove illegal encroachments and pave way for smooth passage for you as desired under legal provisions.
