A code was simply a set of books in which the statutes were arranged according to subject. Today, even states which call their laws "statutes" group laws of the same subject together.
Act: a bill passed by both houses of Congress that has become law.

Dear Mr. Anonymous,
There is no difference between a Code and an Act. Both are enacted by competent Legislatures.
Generally as per convention in Common Wealth Countries what is codified and enacted by the Legislature is called a CODE.
In India since the Indian Penal Code, Civil Procedure Code and Criminal Procedure Code were borrowed from Irish, the nomenclature "Code" was retained and nobody really bothered to change the same to call it an "Act".

Code means a procedure whereas the Act means law on a particular subject. There is a lot of difference between these two. Code is a vast concept and procedure generally applicable to all acts of similar nature whereas act is confined to only a single subject mentioned therein.

The reason attributed by Mr.Pawan that if anything has been done on the basis of the recommendations of the committee or the commission set up for are codified they would be called Code; and Act is a bill passed by both houses of parliament and assented by President, is self-contradictory.
For no recommendation made by any committee / commission set up for the specified purpose, would get enacted unless they are passed by both houses of parliament and assented to by the President. According to Mr. Pawan, if it is passed by both houses and then assented by President it is an Act.
So, when the subject is codified by the committed, but passed by parliament and assented by the President how can it be called CODE and not ACT?

An Act describes how a law must be followed.
A Regulation set out general principles made under the Act. Both Act and Regulation is law and must be followed.
A Code gives practical guidance on how to comply with legal requirements of specific Regulations. One is obliged to follow Codes of Practice unless you can apply another solution that is as good or better.
