Refund of deposit paid to eb by landlord

We were running a business firm in a PSU township in Tamilnadu for 27 years. There were two electricity meters, a single phase and 3 phase for our use. Both the meters were in the name of PSU. Based on the usage we were asked to pay additional current consumption deposit once in 2 years. Though the notices were in the name of PSU they were sent to us and we paid them and retained the receipts. It is more than 2 years since we vacated the premises and the deposits along with the accumulated interest have become around 30000/-. We have been approaching the PSU for refund but, they are directing us to TNEB stating that the deposits are with them though it
is in their name. TNEB is not willing to accept our request stating that the meters are still in use and it is the PSU which can surrender the meters and ask for refund. Can someone help us how to proceed in this situation?

Issue legal notice through your lawyer and proceed for recovery of the amount/dues against the PSU.
