I had applied for passport they found query in my Birth certificate that my name is not register and my dad and mom name is mention in my birth certificate
but as per the Gov GR now i cant register my name on my birth certificate
My birth date Is 24/02/1990

Have you studied in any school?
Have the school authorities have given you any school leaving certificate?
Does not the said certificate contain your date of birth?

You should submit the affidavit from parents, proof of your name, and if other documents required submit the same also to the birth registration authority with a request to issue birth certificate with name. Your school certificate may also be submitted.

now my age is 24
and i am studying in mca
but as per gov GR we cant register my name in GR we can only update my name up to 15 years of my birth date so please give me solution

You are required to file a civil suit against State after providing 2 months clear legal notice as the children born out after 1979 shall have to produce the original birth certificate for the purpose of birth certificate duly issued by Registrar of Birth and Death which is not possible in your case now.
