A person is sending me stupid SMS and call me unnecessaraly where can i complaint aginsnt him?

Complain to the police, they will trace the culprit from the number the SMSes are being sent.

To police for necessary action and

To Your Mobile Company to stop all the calls and messages form that Number to your Number

File a complaint before the concerned police and also inform the same to the customer care by giving the number of the person who is sending u the sms.
