Is the empty case of 7.62mm considerable as ammunition according to the arms act 1959?

1. What is the problem and how you are concerned.
2. Prima facie it is a question paper.
3. Of course it is ammunition in terms of Arms Act, 1959, which has already been fired taking life of X number of persons.
