Placing the safety grill on open terrace for safety

I have an office where there is an open terrace attached to it. I am on first floor. On ground floor my watchman has encroached the entire compound and made illegal construction. I have informed BMC but no action is taken. Now I have problem since they have made the structure it is unsafe for me as anyone can enter the terrace and hence I wish to put a safety grill on the same
Can I do it....terrace is registered with me and its an open terrace along with my property

Who has the ownership rights of the terrace? Whether it is gated society building and society working in it? Please give all facts to local lawyer and discuss.

Alternately, you can take a chance till any injunction received from court / authority.
