If my sister gives me the NOC on non judicial stamp papet of Rs. 10/- done before the notary public kolkata . Will it be valid for getting the Probate from Calcutta High Court ?

No. She needs to file a separate application supported by affidavit.
In Original Side of the Calcutta High Court the formalities are very strict.
