Land acquisition act 2013 vs old la act

(Querist) 04 January 2014 This query is : Resolved 
Dear Sir,

If any property acquired for Plan Development and even applied section 4 , 6 of LA Act(OLD)
However Not Awarded till 31st December 2013 then with effect of new LA Act 2013 from 1st January 2014, Those Property cannot awarded and a fresh Acquire procedure as per NEW LA Act 2013 will be applicable ....... IS THIS TRUE
