In continuation to my last query pls let me know finally whether the WBSEDCL will be bound to effect the name of the consumer ( from my fathers' to my mother name ) if the death certificate of my father ( consumer herein since the installation of the electricity connection) is produced. Pls note that my father passed away in 1991 immediately after installation . An earliest reply on urgent basis will be appreciated.

Yes the Board is bound to do that unless some irregularity or due is payments is there.
The Board fails to do so then file Writ in the High Court.

Yes,they have to change the name of the consumer,after the death certificate is produced.They can't keep on delaying.Request once more and if they do not respond,send the board a legal notice.
