repeated query. There is no specific format for first appeal. First appeal is only after receipt of reply from the PIO on your original application. If he refuses to give the required information, you should bring in the first appeal application, the information you required from PIO, reasons for the denial and your reasons for disagreement with the PIO. If no reply is received from PIO on your original application, you should bring this fact in your first appeal. If you have not enclosed the initial fee of Rs.10/- with your original application, you can mention in your first appeal that you are ready pay the pay fee to PIO and on this ground he should not refuse to provide the information.
