action against the harrassing boss

i have a query ! If a boss continuously harrassing the one of the employee for no reason , can the employee have any rights to file a case against the harrassing boss?
if so, what is the procedure

If he is govt employee then it is essier for him as he can file cases before the SAT or CAT as the case may be.
But if he is private employee then unfortunately it would not be prudent to file a case in civil court against such harassment as the boss then in all likelihood is going to terminate the said person and in private employment it is very difficult to get reinstatement espcially through the court of law.

if it is a private concern,the only viable solution is to talk to the boss in private and express your feelings and sort out the issue between you and him/her.
