Can you pls guide me from where I can refer apartment by-laws or download them. It will good if you can help me online repository or send a scan copy to my email id. I am willing to pay fees for the same

If your apartment has a registered association then you can get the bylaws from the secretary itself.

Each apartment has own registered by laws. You may approach the office bearers for copy and if they are non cooperative (most likely they are) then approach Registrar Office and apply for certified copy.
