Regarding issuing tenders by government agency

As I have got work In KPWD. The Work cost less than 20lakhs for which "work done certificate of 50% similar in nature have Ben asked, but as per government rules of KTPP-2000 Page number 77 and KW1, it has clearly mentioned Work done is not required below 20lakhs Work. So if they don't give the Work where to file the case against them. Please give suggestions.

If decision is received through letter, challenge in civil court, try to get stay on allotment / work to other contractor.
