Certified copies from different Govt. Departments are certainly admissible in the evidence.

Aman Ji, O.7 R.14 deals with documents which are necessary to be attached with the plaint.
however if such document was not necessary to be attached with the suit but necessary to be adduced as an evidence to support your case then certainly you can tender those documents as an evidence.
i will again request to read O7R14 carefully espacially the subclauses 1 & 3

I think oVII r.14 talk about the document whether certified or original.if plaintiff wants to use it, he must produce it before the court and its copy
