Against municipal building permission rule

Hello everyone sir.
I live in nagari municipality chittoor district Andhra Pradesh. My ward Councilor having construction new building he is enroach the road 4 feet . I has lodge the complaint against him but municipal commisioner has not taken the action . I want to go high court its stay is come ?

Engage an advocate at High Court, Hyderabad who can assist you to obtain Stay Order.

Try to get stay from District court / court having local jurisdiction first, if stay denied move to higher court.
