What do you mean by government lawyer?, is it like assistant public prosecutor or government pleader or what? You may have appear for competitive examinations conducted for the purpose, get qualified and get appointed by recruitment.

For APO you need to pass PSC Exams.
For appointment as DGC/ADGC,an experience of 7 years practice and a good rapport with party in Govt.
