Cattle seized by police,whether it is released to the owner,who happens to be accused in a case u/s 414 Ipc and animal cruelty act, animal transportation act. Please guide me

Those cartels can be released on sapurdari to local cattle shelter house/gou-shala if such an application is moved on heir part.
