Regarding FIR( 498-A,dowery)

Dear experts, i am moving as per your advice since December 2013.
Last time,we decided to wait fir my husband's arrival (who is marine engineer,was sailing abroad)
now i came to know that he has come back on 15 march
since then i am trying to call him, but his no is coming switched off
when i tried my father in law's no ...sometimes bell goes ..he didnot receive.or else switched off.
i tried to calk them via mediator..they also are unable to bring them.(although my full in laws family has come to rajasthan..but they r going in all weddings functions n all ..as are seen by many people common to us)
so i have finally decided to go legally now.
kindly suggest me about the following points
1.How to proceed...(ie first i should go to police stataion or should i hire lawyer n go to family court)?
2.precautionary measures to be taken

i would mention here that i am sufferer of domestic voilence since 4 yrs.i have no idea about all legal work.i never ever seen any police case anywhere in my life.even my parrnts are blank about this.
your suggestions will only light ny path as my inlaws are just killing my time.i have 2 yr old daughter also

1. Lodge a complaint for tortures. If police starts a case then it is fine else you have to go to court via a lawyer so case is started.
You can file case of maintenance too under PWDV Act.
2. Take help of a good layer locally available.

police will file or not? i am not sure.
so i will go by lawyer who is available here.kindly keep updating me.am from a small town DIDWANA (rajasthan).your all suggestions are must to guide me and my lawyer.
will lodging complain from didwana is ok ? although my in-laws stay at manglore.
husband is sometimes at jaipur,sometimes at mumbai,manglore, sailing abroad.
last time when i stayed with him ..it was jaipur (march 2013)
but my parents are staying in a village near didwana.i am staying with my parents only.
what do you say sir?

You can consult a local lawyer and can approach local police station for the complaint. Your lawyer will advise you properly about the procedural steps, in case of need you can revert to this section.
