i submitted a appeal in state administrative tribunal in the month of sept.2013 but nothing happen expect giving dates so as per advise of my lawyer i submitted withdrawal application and tribunal rejected my appeal as withdrawn .later on i filled appeal in high court on hearning someone filled a application under 1/10 for making party and pleaded that i can not filled writ in highcourt because i had withdraw the appeal with liberty to file a fresh.kindly guide with rulling

I have no idea why you have withdrawn the proceeding. When case lies in SAT/CAT, the writ court ahs no jurisdiction.
File afresh in the Tribunal.

if you have with drawn appeal with liberty to file fresh appeal then you should raise issue in tribunal only . HC will not intervene in such a case as you have alternative remedy
