Stamp duty on devidation

(Querist) 24 December 2013 This query is : Resolved 
we two friend purchased plot around 4000 sq.ft on both name, now we want to share part a and part b on separate name, on easten site on my name and western side on his name for building house, now registrar says you have to pay again stamp duty for this devidation. plot cost is around 4000000

you have purchased plot worth Rs 40 lakhs . can afford legal fees
