Joint venture projects plan sanction by municipality

(Querist) 16 July 2013 This query is : Resolved 
We are settled a joint venture commercial & residential project with land lord at Municipality area. We are managing a Pvt Ltd Co of it's main object of Real Estate Developer. Municipality is not sanctioning the Housing projects plan. Please advice us best solutions to approve plan sanction.
