well it is your duty to return the cheques which have not been used by you . if cheque has been retained by you then you would be liable on account of dishonour of cheque not the bank

Mr.Sethi is right.
When one closes a/c one must return unused cheques.Bouncing of cheque of closed a/c does not exonerate liability of a drawer .
Fallacious to think of any liability of bank
for bounce of a cheque of a drawer unless drawer can prove sufficient funds in his a/c
on the date collection was sought by the payee's banker.

but it is a banking rule by rbi to collect and cancel all the instruments issued to avoid fraud

Bank is not liable for any responsibility if a close account holder issues a cheque to some other person and due to already closed babnk account, it gets bounced. The only accused is drawer who even made a fraud.
