I have selected property under payment ratio 30/70 i,e 30% at the time of making an agreement and remaining 70% at the time of registration any time before 9 months. Is there any way we can register this agreement with local registration office which prevent seller to make deal with third party during this 9 months period ?

Both parties can present the deed for registration after it's execution just like any deed it would get registered.Just now stamp duty would be payable on 30% of the consideration togather with fixed registration charges .Stamp duty so paid shall get adjusted towards the stamp duty finally payable on the sale deed.
