Unable to arrange witnesses( for returning jewellery articles)

Dear Sir,
If the married woman demands her jewellery from husband through Women cell and in case
If witnesses has not been arranged at proper time and place
Then what will be the best option of returning back so that she will not reagiate this issue again?

the articles will be return before the IO of the case and take a receipt of the articles along with the signature of IO.

Sir,
If in case, IO is not willing to provide the receipt then?...In all proceedings women personnel has not even provided the copy of the complaint and has been doing it orally

Woman Cell has got no power to seize and search dowry articles. It can only recommend to lodge FIR and IO has to investigate and seize the dowry articles as per list appended with complaint. A recovery memo is prepared by IO in the presence of the independent witnesses with their signature thereon so even if no receipt has been given even then such recovery memo may be relied upon as of the receipt.

A memo has to be prepared for all recovery. And it is wrong to suggest that women cell can not do so. I deposited the material in Women Cell in Haryana only/
