A government servant cannot form a co-operative society for running a business, even though the profit money will be spent for the wlefare of the society in which one lives in. Government rules do not permit a government servant to indulge in business while in service.

Government employees can register a co-operative society, if it is for the and the mutual benefit of the employees only. However, if the objects extends to general public then it is not allowed as per the service conditions governing the state government employees in Sikkim.

I differ.
Govt employee can form a co-operative society. But, those employees can not be a office bearers of that society.
