I need information if Govt health practioiner practice outside the office hours and recommends products of compnay and company deliver cuts/commission on the same Please inform whether the cut/commission demanded outside the official duties and during its practice is part of corruption under section 7 of prevention of corruption act?

If the govt is allowing him to practice privately, the practice is legal.
If he is taking commission on the sale, that will not come under the PC Act. But, it is against the code of conduct under the rules of MCI.

I am in full agreement with Mr.Arunagiri. Accepting the commission/cuts while promoting sales of company is not an official duty making him liable under the PC Act. However, receiving/accepting commission on sales for promosition of products of the company is against the rules prescribed by the MCI for medical practitioners. Aggrieved party can move the MCI for reddressal.
