It is totally borne by the purchaser means in whose favour registered sale-deed is going to be registered.

This practice is prevailing all over India and this is also found place in registered deed that the expenses of the registeration and stamp have been borne by the buyer.
agreement to sale may also be executed in the name of some other person and registration may be made in favour of some other person on the instruation of the buyer as mentioned in the agreement so the actual buyer has to bear such expenses.

It is usually borne by the purchaser, but that is only a practice and not the edict of law, and the party may agree to go for 50/50.
