Can a person who is not a party to the suit/case, which is already disposed off apply for the certified copy of the suit/case ?

yes, after disposal of the case, anyone can take certify copies of order.It is to be noted that during the pendency of the suit except other than parties can't get certify copy.

yes , he can get copy.Court proceedings unless order to the contrary are public record and anybody could get a glimpse of it.

Yes. Mr.shailesh has rightly guided you. You can avail the certified copy of an order even if you are not a party to the case.
