Execution of decree

we had a property dispute with our uncle in village Dinara, Dist. Shivpuri, MP. We won in the court of law and the decree for the same was awarded on 3rd February 2004. We have been trying to to get it executed but our uncle family is influential in village and hence the Sarpanch is not cooperating till now. I want to know:

1. What is the maximum time period for the execution of decree.
2. Who should i approach for execution of the decree.
3. i want to know the step by step process so that we can start a fresh.
