Election rule for co op housing societies

Is 2 years waiting period is a must for a new member of an housing society to vote/contest for managing committee.
I herad that there is a G.O issued by Govt. of Maharashtra G.O dated October 29, 2003 exempting the housing society members from the two year waiting period imposed under Section 27 (3A) and Election Rule No. 12(ih.
can any one send/post the said G.O for the benifit of needy persons.

section 27 3A) An individual member of a society shall not be eligible for voting in the affairs of that society for a period of two years from the date of his enrollment as a member of such society.
as per provisions of the act individual member cannot vote for 2 years
i am unable to find circular wherein exemption has been granted

In DNA property dt 10/09/2011, the same has been clarified and accepted by the Advocate while replying the query .
So if anyone able to to access the G.O dt October 29, 2003, by Govet. of Maharashtra issued for the Cooperation, Marketing and Textile Department may pl furnish the same for the benifit of readers.

Expert Ajay, such restriction was made in respect of the newly admitted members with a view to safeguard the administration being whisked away by politicians by enmasse admission of new members.But it was subsequently rescinded in Tamilnadu.
