EB = efficiency bar!!that means after arriving at 800 your efficiency, based on your performance will be checked and increment will be given after that only.

what further do you want to know regarding the scale?
after reaching a basic pay of 800,your next increment would released on fulfilling certain efficiency/performance levels .
and after reaching 1000 level, you stagnate,i.e no further increments.

As Prabhakar Singh rightly explained, EB means efficiency Bar. In the pay scale mentioned by you i.e., 400-20-600-40-800-EB-50-1000, 400-20-600 means the basic pay starats at Rs.400, you will earn Rs.20 increment every year for 10 years and after reaching Rs.600, you will earn Rs.40 increment every year for 5 years and after reaching Rs.800 basic, you will be subjected to Efficiency Bar, which means the employer will examine your efficiency basing on some parameters, some times including health and if you pass through the EB then only you will be eligible for further increments of Rs.50 each year for another four years. Then you will reach the stagnation and no further increments will be possible in the given pay scale. I hope you could understand properly now.
