Mr. Ahijeet,

First of all, yours is an academic query, which normally the community members do not reply.

Secondly, probably you are not fully aware of the e-ticketing process. Some e-tockets include the terms & conditions to be printed along with e-ticket. If any e-ticket does not contain terms & conditions due to its volume, that is duly associated with the web-link of terms and conditions noted on the page of e-ticket or with clear indication of the words "click here" etc., pointing out towards the terms on the page where order is placed.

So, awareness is your own concern, when you ignore to take printout along with e-ticket or you fail to open the link to read terms & conditions and take a printout of that.

before taking e tickets they should go through the terms and conditions thoroughly not only in this matter any transaction they should first read and take step

Ignorance of law is no excuse. Before and after booking entire information is available on portal of railway so it is the fault of the passenger who so ever ignores it.
