Try to get orders from court if possible. Contact local lawyer.

Ask the RTO/Driving Licencing Authority that reasons for refusing the licence through RTI. Then consult a local lawyer.
Dr J C Vashista (Expert) 12 September 2020
One-eyed person is unfit for driving and shall be rejected medically.
Procedural question, where no dispute is involved, may be put to concerned authorities.
A. A. JOSE (Expert) 12 September 2020
If the RTO has rejected your application and you are medically fit to drive the vehicle, you get an order from the Court of law directing the RTO to issue you licence.
P. Venu (Expert) 12 September 2020
The only option is in filing a Writ Petition.
