Disturbance by neighbours construction

My neighbour is building a multi storied building in the plot right next to my bungalow. They start the construction in the morning at 7 am and continue till 12 in midnight. I want to know - 1. What is the legal time in which construction activity is allowed ? 2. What should be my course of action. Should I go to courts police station or what. I have repeatedly requested them that I have a 5 month daughter also who cannot sleep but no Co operation. Please help !!
