Where there is delay in filing appeal before the State Consumer, Memo of Appeal has to file along with delay Condonation Petition.
Required Case Laws in this regard.

Not required. Limitation Act applies to the Consumer Protection Act.

well as far as my knowledge is concerned a separate application for condonation of delay is required....

there can be different procedure adopted in different states.

Yes,separate application for condonation of delay is required.

Separate application for condonation of delay is required whether it is consumer case or civil case.The Court's are considering the grounds of delay for consideration of condonation of delay. As such, as far as possible, the delay shall be explained with reasonable grounds and also to file proof of such delay if possible basing on the circumstances.
