Declaring an employee as a workman and proving an establishment to be industrial

I was working in District Primary Education Programme (DPEP) and Sarva Sikshya Abiyan (SSA), Odisha. Both are Central Govt. sponsored educational projects under UEE. The former was running in a few districts of the sate as was in other states and was closed following implementation of the latter across the country and in all districts of the state. I have EPF accounts while working under both the projects. Can I be called as an "Workman" And the establishment the Odisha Primary Education Programme Authority(OPEPA), site address www.opepa.in, be called an Industrial Establishment.
I would be highly obliged to receive an expert advice.

It shall be better to go through your appointment letter prior to replying your query. Obtain the help of your local lawyer.

Teachers are not covered as 'Workman' as per various judgments.
If you were a teacher you may not be covered.
You may discuss you issues with your lawyer and your lawyer can suggest the remedy (ies) available to you.
