A complainant is always free to appoint his attorney in the case and no permission is required for that purpose.

How did you come to know that the LW1 (Listed witness No.1) was not summoned by the court to depose witness? As a matter of routine, summons would have been sent to all the witnesses, this might have prompted you to ask that why without examining the LW1 as PW1, the other witnesses are being summoned, am I right?, It is not necessary that the court will keep issuing notice to each and every witness after completion of examination of the previous witness, notice to all the witnesses can be sent at a time also.
