Hello sir
i discontinued my Btech graduate from a college and requested the principal to submit my ssc and 10+2 certificates but the person asking to pay the total course fees
can i proceed legally?

Why did you deposit original certificates to college?
Did the college demand to submit the certificates in writing and did it issue any acknowledgment/receipt towards collection of certificates?
Who has demanded to the total course fee or certificates shall not be returned?
Has he/she demanded the monies in writing?
Have you recorded the demand (audio/visual/minutes/witnessed)?
Record to generate proof of having collected original certificates and demand of monies!
You may show the prospectus, copy of admission form,acknowledgment of any fee deposited by you, acknowledgment of certificates etc to your lawyer!
Your original certificates are your property and no one can have any lien on it.
Your lawyer may opine that you can lodge complaint with Directorate of Education of your state, Univ. with which college is affiliated etc.
Students Unions may also come forward to help you.

This is general problem with the private concerns. They adopts such tactics to take money from students.
Ask the institution in writing to return your certificates, if no result file police complaint or direct complaint with the magistrate.

Yes, this is widely prevalent problem. The Certificates are yours and no body else is entitled to its possession.
You can proceed legally. Another option available is to approach the Human Rights Commission.
