Can society has a right to charge penalty

In my society parkingthe car for 5 days was free before 2 months but suddenly society without giving any information to the member stop the parking car inside the society and also visitors vehicles also not allowed.
but my father in law one day he came to meet us he bring his car inside the colony and after half an hour he gone.
the society has charge 150/- for parking car in the society. when we asked the secretary, he said that we fine same as to that person this person so you have also pay the charges.
In my society there is one goonda type person staying and he has seen that my father in law has parking the car inside the society and he called the secretary and note the car no. and they charge 150/- in my maintenance bill.
we said secretary that visitors not allowed in society then why the watchman send him to inside the society means it is your defect why your are charging from us
he saying that this is penalty.
what to do please help us.

You have to check the bye laws to determine whether the issue of charging of parking fees was lawfully passed by the Manging Committee.
Still if you feel aggrieved on arbitrariness of the MC you can complain to the Deputy Registrar and place your case.

no society cannot charge you penalty .
all societies are required as per law to provide space for visiotr parking at least in mumbai .
refuse to pay penalty and complain to registrar cooperative societies
