Bus driver & conductor smoking and misbehaving

SIR,
WHAT ACTION WE CAN TAKE......

IF A BUS DRIVER SMOKING (BIRI) & DRIVING A METRO FEEDER BUS AND CONDUCTOR ALSO SMOKING DESPITE MANY REQUESTING TO STOP SMOKING ..THEY MISBEHAVE AND STARTED ABUSING A PASSENGER(WHO AN ADVOCATE IN HIS UNIFORM). CONDUCTOR FORCING TO GET DOWN FROM THE BUS WHEN BUS RUNNING.

INCIDENT TOOK PLACE DATED 12 APRIL 2016.
AT THAT TIME LODGE A COMPLAINT AT 100 . POLICE TOLD TO KEEP QUITE AND LEAVE IT. THEN WROTE A LETTER TO HEADQUATER OF POLICE NEW DELHI .NOTHING HAPPEN TILL NOW.

SUGGEST ME WHAT TO DO NOW.

If the complainant is advocate and has also created record of police complaint at 100 the let him get enlightened of the Anti-smoking Act of Delhi and file Istagasa.

Mr. Deepak,

As per your profile, you do not seem to be concerned with the problem between the Metro driver/ conductor and the advocate.

Moreover, if an advocate does not know what to do on inaction by police, who else can be expected to guide him and what his clients can expect from him for positive results.

That instance clearly reveals that yours is purely an academic query.

Smoking in public places including a bus by any person including Dvr and conductor is offence.

You said that you wrote to the Headquater of Police. Do you have an acknowledgement of that. If yes, then file a private complaint before the Magistrate about the offence.
